Rotorua is a very commercial tourist area and most of the main geothermal attractions are run by provide operators that charge an admission fee, quite sunstantial in some cases. However, it is possible to see every type of geothermal feature without paying a cent:
Geyser - the famous Pohutu geyser is in the Te Puia park but it is clearly visible, albeit at a distance, from the 'lower lookout' mid way round the 'Pohaturoa track' in 'The Redwoods.
Mudpools - the largest mudpool in the area is actually in a DOC run park on the road to the 'Wai-O-Tapu Thermal Wonderland' 27kms south of Rotorua just off SH5.
Hot water springs - many springs and mudpools can be seen in down town Roturua in Kuirau Park and around the shore of of the lake.
Hot water bathing pool - at the southern end of the loop road to the 'Wai-O-Tapu Thermal Wonderland' (just before it rejoins SH5) there is a small thermal creek under a small road bridge. There are steps down to enter and the bottom is sandy with a few rocks to sit on. It sits at the confluence of a thermal stream and a cold water stream so you can find your ideal water temperature by moving around.
